The issuer registers the fingerprint, not the document.

- A timestamp fixes the moment of issuance
- Only the fingerprint and minimal metadata are stored

An important distinction
Authenticity is not the same as truth.
Kweli does not determine whether the information in a document is true.
Kweli proves that the document being viewed is the same one its authorised issuer registered at issuance.
Security

Cryptographic fingerprints
Every document produces a unique fingerprint. Change one character, and the fingerprint changes completely.
Issuance record
The issuer's record identifies the final file and its registered details. Chain anchoring is a separate step when available.
Tamper detection
Comparing fingerprints reveals whether a document has been changed since it was issued.
Independent verification
A recipient can check the issuer's QR record without contacting them; an exact-file check may require a portal account.
